Position Overview:
PMCS Group is seeking a highly skilled OAR II to oversee and manage large-scale construction projects for the Los Angeles Unified School District (LAUSD). The ideal candidate will have extensive experience in Project Management, particularly in the construction of commercial and public/educational facilities, with a strong background in managing projects valued at over $20M. This position requires exceptional leadership and project management skills to coordinate multiple stakeholders, manage budgets, schedules, and ensure project delivery from mobilization to close-out.
Minimum Required Qualifications:
- Fifteen (15) years of full-time paid professional experience in Project Management of Commercial and/or Public/Educational Facility Construction.
- A minimum of five (5) years out of the 15 years must include full responsibility for coordinating complex projects with construction values exceeding $20M.
- Bachelor’s degree in Architecture, Engineering, or Construction Management from a recognized college or university OR a bachelor’s degree in any field with the ability to complete the Certified Construction Manager (CCM) credential within one (1) year of employment.
- Possession of a valid Certified Construction Manager (CCM) credential can substitute for the required education.
- Recent experience as a lead in the modernization and/or construction of educational or large commercial/public agency projects.
- A hands-on leader with a comprehensive understanding of project scope, site management, contracts, drawings, and specifications.
- Strong leadership in project planning, staffing, organizing, delegating, and ensuring successful project execution from start to finish.
- Proficiency in managing priorities, multi-tasking, and executing critical tasks in a fast-paced environment.
- Ability to enforce contracts while fostering collaboration and teamwork across all project stakeholders, including General Contractors (GC), Architects of Record (AOR), and Inspectors of Record (IOR).
- Exceptional verbal and written communication skills with various project team members and stakeholders.
Preferred Qualifications:
- Design-Build experience.
- Experience with Building Information Modeling (BIM).
- Experience with Leadership in Energy and Environmental Design (LEED) certified projects and/or Collaborative for High Performing Schools (CHPS).
- Knowledge of Division of the State Architect (DSA) construction/design processes.
- OSHA 30 certification or other relevant safety certifications.
- A valid Certificate of Registration as an Architect or Professional Engineer by the State of California.
- A valid Certified Construction Manager (CCM) credential.
Key Responsibilities:
- Project Management: Manage all phases of assigned projects, including pre-construction, bid and award, construction, and close-out.
- Collaboration: Coordinate with public agencies, District staff, and other stakeholders to ensure project compliance and successful execution.
- Budget & Schedule Management: Monitor project budgets and schedules, ensuring alignment with the District’s standards and making adjustments as necessary.
- Contractor Coordination: Manage contractor activities, review schedules and submittals, and address inquiries through RFIs (Requests for Information) and related documents.
- Change Orders & Submittals: Review and negotiate contractor change orders, ensuring compliance with project specifications and District requirements.
- Close-out: Oversee the project close-out process, including obtaining necessary certifications from the Division of State Architect (DSA) and ensuring financial closure.
- Reporting: Regularly prepare and present reports on project status and progress to upper management.
